Qatar has strict rules governing vehicle number plates. Under Article 12, every registered vehicle must display two number plates issued by the Licensing Authority — one fixed to the front and one to the rear — before the vehicle is driven on the road. These plates must be in place immediately after registration.
Importantly, Article 13 states that number plates are the property of the State. You are not allowed to change their colour, shape, or any detail, and you cannot lend your plates to anyone else. Violations can result in confiscation and forfeiture of the plates.
If you sell your vehicle, scrap it, or choose not to renew its registration, Article 15 requires you to return the old plates to the Licensing Authority. Failing to do so can lead to penalties. If you are interested in a distinctive or personalised number, Article 14 notes that a Ministerial decision sets the pricing for such numbers, and they can be purchased and transferred to third parties.
