What Are Commercial Number Plates in Qatar?
Commercial number plates are special plates issued to authorized motor vehicle traders and agents operating in Qatar. Under Article 16 of Qatar Traffic Law No. 19 of 2007, any authorized motor vehicle trader or agent may apply to the Issuing Authority (the Traffic Department/Licensing Authority) to obtain commercial number plates by paying the prescribed fees.
These plates are not standard registration plates — they serve a specific, limited purpose.
When Can Commercial Number Plates Be Used?
Commercial number plates are not for general road use. Article 16 restricts their use to specific situations only:
- Transfer of a vehicle to a trader or agent for the purposes of trade.
- Displaying the vehicle to potential buyers.
- Moving the vehicle to complete registration or other administrative procedures.
- Other situations explicitly permitted under the law and its executive regulations.
Using commercial plates for any purpose outside these permitted uses is a violation of the law. Under Article 23, the Licensing Authority is entitled to withdraw commercial plates if they are used for purposes other than those for which they were issued.
What Are Testing (Trial) Plates?
Testing plates (also referred to in the law as "temporary/under trial" plates) are a separate category available to private individuals who are not authorized vehicle traders. Under Article 17, the Licensing Authority may issue testing plates to any qualifying individual upon payment of the prescribed fees.
Testing plates may be used for the following purposes:
- Displaying a vehicle to a person interested in buying it.
- Moving the vehicle to complete registration procedures.
- Moving the vehicle for any other purposes specified in the executive regulations.
This is particularly relevant for expats who may be privately selling a vehicle and need to allow a prospective buyer to view or test-drive it before registration is transferred.
Who Can Drive a Vehicle on Commercial or Testing Plates?
Article 18 is clear on this point. A vehicle displaying commercial or testing plates:
- Must display the plates in accordance with the same rules that apply to standard number plates — one at the front and one at the rear of the vehicle (as per Article 12).
- May only be driven by:
- The trader or agent to whom commercial plates were issued, or - The individual to whom testing plates were issued, or - A person explicitly authorized by either of the above.
Allowing an unauthorized person to drive a vehicle on commercial or testing plates is a legal violation.
What Are Temporary Permits?
In addition to commercial and testing plates, the law also references temporary permits for vehicle movement. These are issued in specific circumstances by the Licensing Authority and serve a similar limited-purpose function to testing plates.
Temporary permits are subject to the same general restrictions — they must only be used for the purpose stated on the permit.
Returning Commercial and Testing Plates
These plates are not permanent and must be returned when no longer valid. Article 19 states that in the following circumstances, the holder must return the plates:
- Cancellation of commercial plates or testing plates.
- Expiry or cancellation of a temporary permit.
- Non-renewal of vehicle registration.
If the plates are not returned, the holder will be required to pay the monetary value of the plates in cash. This is an important point for expats to note — do not assume that old or expired commercial/testing plates can simply be discarded.
Key Rules on Number Plates Generally
Whether you are dealing with standard, commercial, or testing plates, the following rules apply across the board under Qatar Traffic Law:
- Number plates are state property — they cannot be altered, defaced, lent, or transferred without authorization (Article 13).
- Unauthorized changes to plate colour, shape, or details may result in confiscation and forfeiture.
- Distinctive (personalized) numbers are governed separately and can be purchased or transferred in accordance with rules set by Ministerial decision (Article 14).
Practical Advice for Expats
- If you are buying a used vehicle from a private seller in Qatar, be aware that the seller may use testing plates to show you the vehicle before ownership is transferred. This is legal — but ensure the seller has valid testing plates.
- Do not drive a vehicle on commercial or testing plates unless you are the authorized holder or have been explicitly authorized to do so.
- If you are selling your vehicle, consider applying for testing plates if you need to move the vehicle or show it to buyers before registration is transferred to the new owner.
- Always confirm with the Traffic Department that any plates on a vehicle you are purchasing are legitimate and have been properly cancelled or transferred before completing your purchase.
- Keep records of any plate return receipts when handing back commercial or testing plates to protect yourself against future liability.
